You can choose to generally dislike the man but you cannot impose your knowledge of the situation after the fact on his actions in those moments following the gunfire. With that in mind, it is difficult to dispute that he acted bravely and with a good deal of leadership in that moment.

Normally snipers take 2-6 seconds to pull a trigger. From these basic facts, we know that the sniper had Crooks targeted and had pulled his trigger part way.
