When the USAID sends a half million dollars to Bolivia, earmarked for research into the love life of endangered Bolivian mud flies who live nowhere else in the world but a single forest deep in the Bolivian interior, that money is actually a bribe to whatever general is running that country that month. We have to be a bit more circumspect for appearances sake. That's the difference.
