That is actually very astute. I personally know many who think exactly as you just described. I was once the same! However, after living in a major city of the country the past 8 years I have come to the realization that people area responsible for themselves. A famous line from a children's cartoon can't say it any better. “I see now that the circumstances of one's birth are irrelevant. It is what you do with the gift of life that determines who you are.”
If you were abandoned in a the forest as a baby and coyotes ate you would that be you're fault? One's life circumstances at birth very much do matter. Being sensitive to this doesn't mean that we have to give people a free pass or be unrealistic about how dangerous they are.
