It was not just US industrial capacity, but the fact that it could feed that industrial capacity with industrial inputs: oil, coal, iron ore, aluminum. China today is a net importer of all of these industrial inputs. It has capacity, but is not self sufficient in supplies. The US controls the sea lanes, so it controls access to those supplies.
