If not and someone on a visa shows up, you're in for a long expensive hassle getting them permitted to work, but you hold your nose and do it, cuz you need the position filled. That was a low point in American history regarding our self-image as a country, Anything good Carter did in office is far overshadowed by what he tried to do the the American psyche. The list it too long to rehearse here. As to being unlucky, that's laughable. He had an agenda, executed it and it failed. Plain and simple. He left office with America lower in international standing than Biden, which is no small feat. Having admirable personal traits does not a great president make.
